Advertised as a "lathe arbor" Very little info.

Looks like a lap to me. The brass strips would be "charged" with cutting grit.

I see there is a place on top to tighten and push the strips down, and probably out for adjustment.

That's my guess!

Is the body tapered?

I remember seeing something similar in a book (maybe the "spindles" book from the Workshop Practice Series).
That was an expanding collect with several sliding keys that grabbed the internal diameter of a hollow part.
However, I don't see an expanding mechanism here.....something to move the keys along the slots.

That looks like part of a reaming head that was used for deep hole reaming, like on large military gun barrels. Very old style at that.
