No idea but they are cute little fellows. I saw something like that to remove model train engine wheels off the axles. I guess you would push the axle out of the wheel...Bob
 
What about a puller to pull the hands off a clock?

I think they might be for pulling pressure gauge needles.

They are gauge "pointer pullers"
The puller shaft diameter is'nt important. Pointers have a tapered bush and are pushed on to a tapered shaft, that should protrude beyond the pointer bush. When pulling the pointer, it will become free of its shaft, before the taper disappears below the front of the pointer.
The puller does not need to be so small as to fit inside the pointer bush.
Having said that, yes there are pointers with blind holes and some with shafts that dont protrude. Usually on cheap throw away stuff. Quality gauges from the era of "repair and return to service" have protruding shafts.
