Is this perhaps an old tool bit grinder?

I was at an auction one weekend and I bought this for the motor in it, so you can imagine that the price was not too awful high. True to what happens in my world from time to time, I got to looking at this and wondered if perhaps it would be more useful as is. If any of you know what this is and what it's supposed to do I'd appreciate some education on my purchase.

Vaguely reminds me of a drill sharpener I saw once. But it could be a dedicated grinder for some tool.
 
Looks like a wood lathe Skew chisel jig. You could definately use it to set up HSS bits with rake, relief and side clearance with no problem either. Looks like it used a cup type of wheel, so I would look at the data plate and get a stone that meets the speed required and leave it as is for the time being.

You'll also need the wheel dresser attachment. I made one for mine.

I used to grind rolls. When I was an apprentice I made the mistake of asking what kind of "rock" was on grinder. I was chastised by the old guy training me. I will quote him. Kinda like calling your rifle a gun in the Army. I got the opportunity to orbit a building exclaiming this is my rifle, this is my gun, one is for killing and one is for fun. Yup I was a dunmb ass private, but I sure learned quick after a few of those kind of mistakes.
