indexable end mill vs indexable face mill

Would someone, please, explain the difference between an indexable end mill and an indexable face mill?

Face mills are for surfacing stock, end mills are for slotting and hogging out/off material. An indexable end mill could be used for surfacing but the reverse is not as true for a face mill. You could cut a shoulder with the side of a face mill but an end mill would probably be a better choice.
