What's the intended and best use for one? Is it for plunging in and making pockets? Used as a side cutter I guess it would just make a groove.

In theory, you would use them most any place you would use a non-centercutting end mill, within the limits of the flute length. I don't really like the way those inserts are held, with the edge parallel with the axis. it would hammer quite a bit if you tried to cut at full depth. You cannot spot face with them. In the CNC world, you program a spiral plunge that avoids the need for centercutting while machining pockets.

In reality, in my experience, you are limited in the DoC to about 300% of the insert radius. But for light surfacing work where a fly cutter isn't practical, or available, they work fine.

Never liked those things. They are not good for anything other than light skimming, like Tony mention, fly cutting. They don't peel the material off they beat it off. They came out years ago as a cheap means of low cost selling inserts. Mostly by low cost imports. Certainly not for serious milling in my opinion. Kinda hard on a machine if you try to hog with em. That's repetitive, cause I don't like em.
Kinda like those sets of carbide insert lathe tools every tool store offers. Not any engineering to them
