Appears to be some sort of European bench top drill press without a vise. Rather nice X-Y adjustment mechanism but nothing there to hold the work piece. Interesting!

Bohrleistung in German translated to drilling line. Maybe 6mm of quill travel. ??

What does the other tag say? Photo is too blurry to read. What tag is on the motor? US or foreign motor?

The X-Y table looks added on.
 
6mm is less than a quarter inch so may be max drill size?
Hard to tell anything from the photos.

Max drill diameter 6mm

I can't tell much from the photos but I figure it is a high speed sensitive drill.
Note the micrometer down feed added on. Maybe somebody adapted it as a milling machine.
