This is a Lufkin part, it came with the Miti-Mite base magnetic base. The hex is 5/16" across on the flats. The holes are through and 0.170" in diameter. The bottom end will slide onto a 7/32" rod and holds snugly. Some of the rods with the Miti-Mite are 7/32" in diameter.
If that bottom narrower section that is slitted fits into one of the larger holes in the clamp it is an adaptor/reducer so that you can use the 7/32" rod to fit into the clamp hole intended for a larger rod.

With the right kind of snug I can use it this way, but why would there be a 5/16 hex on the unused end? And the snug has to have a large grip range. With the 7/32" rod inserted, the diameter of this part becomes 0.275" to 0.280".
