I prefer under as we have a cat! Everyone else is over.
Cutting oil is my blood.
It took me a couple of years to convince that over the top didn’t stick out further than under (women!), but for the last 45+ years she’s been top, too.

Except if you have animals in the house. Had a dog that would grab the TP and run down the hall. Putting it under made it harder for that to happen. Now that there's no animals (dogs or cats) in our house the rolls are set up over, like any damn fool should know.
