These looks like they're meant to move. Plus if you're using a chuck that doesn't have the same bolt hole dimension these should move.
Though I'd ask before I take the sledge to them.

I would take a dremel with a cutoff wheel and cut the t-nut in half, you don't want to damage the t slot

I would say they move. The top plate should also have a slot so you can adjust to the mag base. Penetrant,brass punch and a little hammer.

Yes, they should slide easily. cut it out, don't drive it. The T-slots are precision, too.
