Fixing a Jacobs rubber flex collet closer for a lathe

I bought a used lathe and a Jacobs rubber flex collet system (D1-3) came with it. It closes the collets and works well. But the outer turning hand wheel jingles a bit when I run it. Also the push-pull hand lock pops out to the unlocked setting when the lathe goes from dead stop to a 600 or greater rpm.

I called a place that sells these and they wouldn't offer any support because the model has been discontinued?

Any advice on trouble shooting it?

It likely needs cleaning and a new set of ball bearings. It holds (33) 1/4" hardened steel ball bearings. I get them from McMaster Carr part #9528K15 $4.37 for 100 of them.
