I made some Snow People from cedar fence boards 3/4" thick
i used a planer to smooth the faces of the boards then,
i used a jigsaw to cut the head shapes out.
Painting was accomplished by roller and exterior latex paint for the main color,
then accented with hobby acrylic paints.
you can't really tell by the photos,
but there is glitter spray paint on the finished effigies as well as a coat of polyurethane clear coat to try to retain the glitter.
I used a trim router to recess a 1/4" deep groove x 3/4" wide in the baseboard .
I then ripped down a reclaimed pallet stringer board to make some supports to run along side of the groove to create a deep channel to hold the snow people steady...
The hats and scarves were purchased from a Goodwill Store here in town very inexpensively.
