Dust cover Removal?

The drive side bearing on my TH42 is still stuck between the dust covers? on each side. What would be the best approach to minimize damage to the bearing or covers? The covers are really stuck.
 
The factory Tech Bulletin merely says to drive the spindle out until the bull gear woodruff key is exposed, remove the key, and then continue until the spindle is out. Based on experience with other equipment (mostly Land Rovers), I'm making a spindle puller/installer out of a length of 3/4" all thread, some nuts, washers, 3/8" thick flat bar (cut into disks) and mechanical tubing. Whichever method you use, the spindle head bearing cone will push out the dust cover behind the spindle nose. The other pieces come out after the spindle is removed, if they need to come out. The left bearing cone will pull or push put the left end dust cover. And so on.

The spindle and other parts are out. Its just the drive side bearing and dust covers on both sides of the bearing. Maybe I wasn't clear in my post.
 
OK. I guess that I replied to what I expected, rather than exactly what you wrote. 999 times out of 1000 the spindle head bearing cone is tight enough on the spindle that pulling the spindle will bring the cone and right dust cover out with it.

First thing that I would try is a slide hammer puller with a 3-jaw puller screwed onto the end. Insert the 3-jaw puller through the bearing cone and expand it fully. Pull on the bearing cone. That should bring the right dust cover out. Then a disk type bearing and seal driver with disk diameter just smaller than the ID of the cup should remove the left dust cover. Finally, a slightly larger disk driver will remove the cup.
