Before making a purchase I would check with your local welding supply companies as to whether the company owns all the tanks they service and leases them to customers, or the tanks are owned by the customers. It's kind of a sticky subject in our area. One company owns all the tanks and leases them to customers. To get them filled you have to show proof that they are leased from them. In this type of arrangement the company takes care of all testing and tank maintenance.

Another company in the area will fill any tank you bring in. In this case however you as the owner are responsible for testing and maintenance. If your vendor uses this model you're best to wait and have the tank filled while you're there. If they determine the tank needs testing or new parts before filling you can ask the price and decide whether or not to have it done. If you just drop it off they will test and repair it, then fill it. When you come back you could have a bill considerably higher than you expected.

Keep in mind these business are not regulated the same as an auto repair shop. They don't have to give estimates before doing the work.

This is one of my pet peeves. No two LWS seem have the same practice or policy. Before I bought my argon bottle, I checked with one of the gas distributors here. They told me as long as it didn't say "Rental" on the neck ring they would just swap bottles, which they have. This just puts "your" bottle in their regular rotation and it will get tested as necessary at their expense.
 
Still a very good price.
