He states that the safety controls do not function properly. The last lines make it clear that he has no familiarity with the machine.
I did a quick search but couldn't identify the model. If it turns slow enough for a toothed blade it could be a helluva buy.
 
Being 3ph w/vfd you can make it turn any speed you want and at that price you can afford to put a vfd on it. Always makes me leery of electrical probs as I’m not the best at them. Looks heavy duty with a cast iron table!
