Countershaft oil cups not draining? Craftsman 12" 101.07402

I picked all the cotton out of these oil cups in the first picture. I can see down through them and see the brass bushing at the bottom of them now. When I fill them with WD40, they don't drain, at least within the 30 minutes I was watching. Looking at the brass bushing where the shaft should be, I don't see a hole. Is there suppose to be a hole at the bottom?

I believe those are oilite sintered bearings so the oil wicks through them very slowly
you won't see a hole since the bearings themselves are porous

Thanks, I'll put the new felts in and consider them fixed then.
 
On close inspection the bearings should have a rough looking surface, since they are made by fusing tiny bronze balls together under heat and pressure

a contained stream of air in the oil cup could help push some oil through the bushings
i'll use a rag wrapped around a rubber air nozzle tip and regulate the air to around 50 to 60 psi and give a sustained blow for a few seconds, keeping the rag in place until the pressure decreases to avoid oil spray
