That light looks like something out of a 70's Disco bar.

i don't think it's homemade,
the main casting and side covers are too aesthetically correct.
the covers were punched . the toolrest is cast.
making and assembling the motor would be a challenge above the capabilities of most.
it probably wouldn't look as good as it does if it was homemade.

Clean, paint, and replace that hideous lamp and it could be a good looking tool.
