Looks like a Seig X1 to me. I bought one years ago, for I think $269 from Harbor Freight.

I think I'll pass on it, and save for the grizzly mill

The logo on the front of the machine looks like "Central Machinery", which is the Harbor Freight brand. Looks like an older version of one of their 2 speed mini "milling" machines.
