This machine is the predecessor to CNC in that it is an NC (numerical control) machine. It reads a preprogrammed tape for tool (in this case table) movements. The only way to change the program would be to have the encoder and be knowledgeable in the programing language used.
More practically the machine would have to be returned to it's original manual state before it could be used. It would likely be an expensive project to find and convert the X, Y and Z controls back to their original configuration.
As I see it this is more of a parts machine. I would think it would be a hard sell at half the asking price unless you're an antique collector.
