ok looking to get a boring head, if its sayl a 4 inch boring head is four inches the outer limit
or is it 4 inch plus the offset ??

That's the nominal diameter of the body of the boring head.
I would check out the Criterion website. They make quality boring products and there is a lot of info on the site. I have a DBL 202 and have been really happy with it. It be one of the more popular heads that Criterion makes. They also make a lot of really sophisticated stuff.
