Brought this home the other day. It needs to be disassembled and cleaned. They were lubing the slides with Grease. It will most likely live out the rest of its life as a drill press. This is a really cool peice.
The quill really doesn't look substantial enough to be a boring mill.
To me I see a Jig Bore......but I COULD be wrong. IT would be the first time in the last ten minutes!
lol or is that last 5 minutes?
 
I agree for Jig Borer, very similar to the Newall I worked on for a number of years. Very little on the machine tool archive for Atlantic see here http://www.lathes.co.uk/atlantic/
Depends on your needs of course but I would do. A complete overhaul and fit a DRO system, I think you will be pleasantly surprised with the performance. The Newall machines were capable of holding a 0.0002” positional limit or better if you were careful !

Very close in design to the Moore jig borers. Uses the same Moore taper tools
