Today i bought an old rusty lathe chuck, it has the name Arowa No.9, i've tried googling it and could not found anything about the quality or who make it or where, any knowledge or information is much appreciated.

German? Maybe? Looks like a nice fit for your lathe.
Cheers

I'm thinking german also, but is hard to imagine in this day and age not being able to find information about it online. Yes it is abit bigger than the one on my lathe now, i have a 250 mm chuck now, and the Arowa is 270 mm , with a new back plate should fit nicely.

I've been soking this chuck in penetrating oil for a mounth and is not moving, so i decided to remove the back to see if there is any rust inside. Removing the three bolt was a struggle but the backplate is precisely machined piece of cast iron and had rusted in place, after the second can of penetrating oil managed to open it and found this, it must have been a boat anchor, no oil no chips so this chuck hasn't been used very much the parts where there is little rust the teeth look brand new, such a shame i'll try to soak it in acid but i have very low expectations, any comments.

Try brushing the worst off with a soft brush then rust converter to turn the rust back into metal, and then finish off with wirebrush to smooth it out a bit afterwards?
It doesn't look very pitted, I imagine it will clean up just fine, but it's hard to tell from the pictures.
Looks like you got a nice chuck.
