I am not seeing anything about drilling, just a peculiar anvil/vise.
 
I'm assuming the crank handle is the drill component. It certainly is different. Mike
 
There were a few variations on this theme — I have one by Champion, “Stewart Handy” is another name name that pops up, as well as “Sturdy” and probably others. Marketed a lot of the time to be an ideal tool for the farm shop because there were several tools in one. I suspect most of the time the anvil got used as well as the vise but the rest of the attachments probably never really did.

I have one like that... best I can tell, it was manufactured by Rock Island Manufacturing.
