He has had it 10 years and never powered it up?
 
Interesting phrase "never wired it up." Makes me suspect that he may have temporarily connected it and either didn't like how it ran, or ran it for 10 years that way and didn't like it... or maybe just doesn't want it around any more. Regardless, that would sure make me want to power it up before offering any money, as what he said is right up there with "selling for a friend and know nothing about it."

It looks like the tag says '550 volts', so he may not have had any way to power it...

Fair point, if it's really 550V, yeah that's pretty odd. Some motors can be rewired for different voltages, and some can't.
