Looks like a drawing plate for square wire.
Put wire into the big hole/side, pull through to reduce size.
The big side is quite extreme and shouldn't be seen as "input size".
I don't remember the thumb rule but I don't think a diameter decrease of more than 50%-75% of original would be adviseable, with annealing after pulling through.
