Got this today, what does it do ?
Inside barrel reads 3.5 to 5.6, outer barrel is in 50 increments.
ETA, it is Starrett.

Company’s sold just the head for micrometers so that you could make your own tool I think this could be one.

It looks like a fixture use to set the boring bar tool in an boring bar to rebore engines . The button set in a tress in the center of the boring bar. The side arms keep the mic head on the center line of the bars axis. Lastly the tool bit is set with the mic head. A common item in an engine rebuild shop.
