It's a RCBS protoype for a 155mm bullet seating press.

It appears to have been used as a press of sorts but not enough leverage there may be many parts missing as in a spindle or accessory attached beneath the plunger my guess a paint can lid presser onner recently....... US vintage equipment hummm.
