I bought some 1045 .625" square stock on Ebay. It measures .623" x .618". I wouldn't think this is normal, is it?
 
Nominal 5/8 square stock is usually undersized. Per Online Metals, up to about 0.004" under.
 
So .007" under is 75% out of spec.
This leads me to a thought.
Are there seconds in the steel industry?
Makes me wonder if sellers on Ebay are getting some of these and selling them.
Can you buy steel not made in the US and if so is the quality the same?
What makes a poor quality steel?
Not one specific but all types.
 
That is steel strips cut from steel plate with a cold saw.

I know it's pricy, I prefer to buy from Speedy Metals or On Line Metals over buying from some of the sellers on eBay. If they don't show a real picture of what you are buying, it can be shady and the results poor!!!

And there is a ASTM/ANSI/ASME standard that controls tolerances of cold drawin or hot rolled steel products. And that may not meet the requirements of the standard. But the tolerances is also controlled by the type of processing used and what you received MAY meet one of these requirements.
 
Key stock comes in under or over. To get on size order g&p but it isn't cheep.
