There are pros out there, Google spindle taper grinding, I think a few shops will come up, although it may be cheaper to find new or used collet than to pay them 
To grind the tapers yourself you would have to tilt the head and sine in the angle of the Morse taper, then you could raise and lower the knee, or use the quill to grind the length of taper, or you grinder will have to be on a slide that you can also sine in the angle to match the taper, as well as be perfectly on center. If it's just burrs, I suggest a round stone, or half round to knock the burrs off, light rub only concentrate on the burrs, just my opinion, I've never had to do this sort of thing but it's probably the route I would go
