Checked the tram on my lathe after I broke a tap trying to tap a small diameter hole and I am coming up with a .001 variance in 3" is this enough that I should adjust the tram in the headstock cause in reality I will have to make a .0005 adjustment to bring it back to dead on...

Small taps in a lathe are scary. I'd suspect that chips jambed the flutes and broke it, not taper.
I generally mount the tap in the tailstock chuck and turn the chuck by hand as I feed the tap in. Once it's started, follow the rule of two ahead and one back, breaking the chip after you've turned a half turn. And never tap dry, use something, even spit for lube.
