When making shallow cuts on aluminum with the side of end mills, I got small metals fragments sticking to the machined surface. This can be eliminated either by using cutting oil or climb milling. Is this caused by chips falling back to the cutting point and somehow smeared and stuck to the metal surface ?

Rough surface in conventional cut

Take a shallow cut in both directions, climb and conventional, The chips only stick in one direction. At least that is what happens on my mill. I cut hard and deep in conventional and then take a light smooth climb cut.

Good advice. Been doing it for years.
Keep in mind that climb cuts should be very light. I try to avoid intentionally doing them >0.010.
For chip clearing, and particularly with aluminum, some sort of cutting lubricant can help significantly. I like to use a mist setup with koolmist. The lubricant also has air flow with it to help clear chips out of the cutting area. Even just plain air can help.
