Reversing direction of rotation on an old single phase motor without a Capacitor

Right! You've got an old induction/repulsion motor. The position of the brushes determine the starting direction. They are still used where very high starting torque is required. When electrolytic start capacitors became common, the IR motors were replaced by capacitor start motors.
 
I have one of these motor that came off an old wood lathe, 1 Hp and there is a lever on the side that locks into a notch for forward and one for reverse.

This method is also used on some hand power tools like the 3/4" B&D drill, where the forward reverse is done by rotating the end cap or a lever.
