I bought a cheap China R8 ER32 chuck (I know) anyhow the runout is about .o12 on a short piece of o2 drill rod. The taper in the ER32 has .006-.007 runout.
My question is does anyone have a suggestion where to buy another one that is better quality.

Ebay, look for an ETM. Made in Israel and owned by the outfit that makes Iscar.

I bought one about 2 weeks ago from LMS, very happy with the results. Well made, almost unreadable run out and quick delivery.

I have the Shar's R8 ER-40 and also their MT3 to ER40, both meet spec. if you can measure that low, under 0.0002". I also like the nickle plating, nicely made. Some of their other products I have been less impressed with. Shipping is usually less through eBay for single items. http://www.ebay.com/itm/SHARS-R8-ER...l-Holder-7-16-20-Bridgeport-NEW-/351901577860
I have and ER-32 R8 from GMT, Glacerin Machine Tools chuck is very high quality with almost unmeasurable TIR, they are cheaper buying direct than through eBay. https://www.glacern.com/er_collet_chucks
Bison is a bit more, but I find they have very consistent quality, guaranteed max. TIR is 0.0002". http://www.ebay.com/itm/Bison-Collet-Chuck-ER-32-Wrench-Fits-R8-Bridgeport-/311778384466

ETM/Iscar is top of the heap, if you can find one at a reasonable price, but I do not think it will be measurably any better than those above. A good bearing nut helps reduce the torque needed to tighten the nut, I use one but I have had some issues with the small balls binding. Also with ER collets, the collet must be snapped into the nut first, then inserted into the chuck, the end mill inserted and then tightened. If the nut is not snapped into the nut first it often will not seat properly. There is also a measurable difference in good quality collets and some of the very inexpensive sets.

I agree with the previous comments.
As an expansion of mksj post: are you getting the same .012 run-out with all the collets?
Also, be sure to check for a burr in the holder, nut and r8 shank.

Why not try to true up the ER taper with a boring bar and see what happens?

First check the spindle on your mill and make sure it is not loose or has runout. If the anti rotation pin pushes too hard in the keyway, that can cause issues as well.

Update: I ordered a Shars R8 ER32 and received it today. It is well made and has no movement with .001 Dial Indicator :D. Could have saved myself $23 if I done it first time.

I would agree with the comments on the Glacerin tools

I have the Glacerin. Spendy, but decent quality.
