In the top line of the reply header is a paperclip. Hold the mouse pointer over it and attachments will show.
Left click on it to load the feature, I have to click it a second time after it has loaded.
This gives you options to upload pictures.

depending on what you have selected.
In your "My Account/General Settings" go to miscellaneous options to change the way your text box appears.
On the 2nd row you can then click what sort of attachment you wish to add
