Mystery Part?

I was wondering if anybody knows what this part is. I came across it in some tools I inherited. I know it changes direction of power and the keyed shaft spins about 25 times for every turn of the sleeve perpendicular to it. It obviously mounts onto some kind of round shaft itself but the clamping piece is missing. There is the number 56 and a long dash on the side.

What does it use for positive engagement on the sleeve side?
Can you turn the shaft (ie speed reduction) and have the sleeve turn? Or is it one direction operation only?

The rotating sleeve, which is .850" at the opening, tapers and deep inside is threaded. I just looked into it for the first time so haven't been able to take more measurements. I've been out of town the last week and going out again tomorrow.
 
Can you post pics from the other sides when you get home?
