Making shim washers

I bought this shop-made die block at a used tool store for $10. It was missing all the punches, but I assumed I could fabricate a set of them as needed.

It has 12 diameters from 1/4in to 1.25in, and has some rust, but I think it will clean up nicely.

I have an immediate need for a shim washer 0.030in thick, with 3/8in ID and 5/8in OD. Brass would probably work nicely.

Do the ends of appropriate punches need to be hollow ground, flat ground, ground at all?

Flat ground works. You will also need a piece of Lexan drilled to match with a spacer thick enough to clear the thickest shim stock you plan to use. I used dial pins for punches and ground one end square and sharp.
