having problems with it binding , where do I start to look to correct this.
wheel just does not turn as free as it should to go up and down the length of lathe.

please some pointers and some fixes. it is lubed and has been cleaned

try removing bottom, push apron back and forth, by hand, see if there is still binding...

Is this a sudden occurrence or first time you have used it?
Is the rack firmly bolted to the bed?
Is it binding the full length of travel or only in spots?
Have you adjusted the gibs underneath the saddle both fore and aft?
Is the saddle lock tightened a bit?

yes,
have become a faithful follower of both those resources. but they have been written way above the ARMY level of my comprehension .
this is my first time dabbling into manual machine tooling. After much RIGAMAROL. I will loosen up bottom GIBBS tomorrow. Who stuck them damn things under there ? Start with backing offset screws a 1/2 turn and start from there.

1 more thing , I think my MT 2 drill chuck I just bought maybe to long for the tail stock is that at all possible ? well 1 problem at a time.

Could it be the carriage this binding as you move it along the length of the bed verses the crank? If so your Gibs may need adjusting.
