Have you got enhanced interface set for the message editor? (may sound like jibberish)
Click "settings" at top right next to "log out"'
Then select "general settings on the left 3/4's of the way down
in the last section check "enhanced interface" for your message editor.
You'll then have all smileys to the right again in the reply window along with the proper text and attachment tools above.
