I think it's for holding flat stuff in the tail stock and drilling with a drill in the chuck (or collet) like a crotch centre is used for round stuff you want to drill.
Don't hold me to that I havn't used them, although the crotch centres seem like a very quick way of centre drilling round stuff. (I mean cross drilling)
Exactly as Stuart says. To quote the Southbend How to Run a Lathe manual: " the drill pad replaces the tail stock center and supports the work for drilling"
