DC control and 3->1phase conversion on Monarch 10ee advice

Would neglecting to install a boost transformer with a DC control affect max motor rpm?

I'm in the process of researching a monarch 10ee (1944) for purchase. The gentleman who owns it now is an electrical engineer. He pulled out the old defective generator and hooked in a solid state Allen Bradley drive system. It runs on single phase 220 now.

The machine does not go to full 2500 rpm. It maxes at 2100.

He did not put in a boost transfomer in when he did the conversion.

Could this be the cause of the sub-max rpm? Should I be concerned that it does not have a boost transformer? My electrical expertise is limited to college level electricity and magnetism and I've wired a VFD to a 3 phase motor.

PS: The machine seems reasonable for the price otherwise but I'm trying to thoroughly research it. I don't want or need any surprises and will gladly walk away if this raises concerns.
