Busy Bee Df1237g Lower Speed Problem

Hi everybody I am new here and French Canadian sorry for my bad English but i'll try to give my best!

I have a metal lathe , is a Busy Bee Model F1237G and I am unable to make it running on the lower speed (under 300). When I put Down the ``G`` gear nothing is turning the chuck is completly locked...

I add a picture someone could help me?

Should have a knob on bull gear to unlock from pulleys
