Headstock Oiling Cup

I picked up a good SB9A and after adapting myself to the machine, I've noticed that the rear headstock oil cup does not hold oil like the front one. Seems to drain faster than the front.

What are the causes?
What are the fixes?
 
Sounds like it is missing the felt. The fix is to re pack it with felt.
 
I think there are drain holes for the oil to return to the reservoir, Possibly some little wire clips that aid in this also, not all southbends have them.
