Not sure what these turning tools I found are for , one has a through hole in the brass disc, the other disc has a concave hole but not drilled through all the way.
The tool bit slides out as you turn the knurled knob.

Might be used on a toolpost to turn down small diameter stock without flexing.

I think they are turning tools to turn small dia stock. It clamps in a qc toolholder, the brass bushing act as a guide for the matl being turned(probably why the bushing is removable allowing changes in matl dia). The cutter is adjusted via the thumb screws. Kinda like a box turning tool for a turret lathe
 
Is that a turning or parting tool? I could see using it to part off small diameter wires.

It is used like a follower rest but you bore the hole to suit the stock.
Good for a long thin shaft that you cannot get close to the chuck.
A lot of modellers/clock makers use them. They are quite easy to make and I have been thinking about one for larger diameters +5 mm as they could be more accurate than using a follower rest.
