When it comes to breathing and the like, I have a nice 3M respirator with P100 cartridges. It's the Christmas season, you could get him one for cheap. It is amazing how well it works, and is not a nuisance to wear like some are. I got mine for around $30 with the cartridges.

The dust on your machines is a different issue. Get covers that non-woven and non-porous. Use a dessicant inside and it will keep it from rusting even though moisture can't escape through the weave of the fabric. Weigh it down with a few rare earth magnets. Alternatively, you could put up a large, heavy curtain that can be retracted when you are working, if necessary.

hmmm, cheap portable dust collector, the jointer is packed full of chips :)

My system comes from these guys

Mine is 20 years old and iirc it is a 5hp belt driven fan. I installed the fan in the "attic" and it has a plenum box with 20 or so filter bags, and a 55gal drum under the cyclone.

I can just open a bunch of blast gates and it clears the air like one of those over the bench rigs.
It will lift blocks bigger than your thumb straight up a 4" machine duct.
I sized it to handle the dust from re-sawing 12" boards into veneer. Band saws are about the only machine worse that sanders for producing fine airborne dust - you need both high velocity and high volume to cope. Not that it would matter in your brothers shop, his belt/disk sander has no dust collection shields, the best collector will do nothing for it.

Your borther will have to undergo work style changes to collect dust effectively. Installing a better system into his shop is like putting a new lung in a smoker that won't quit.

Looks like the cheap top bag that comes with the machine. Those are only rated for 5 micron at best, and if it's older, it's probably worse than that. The canisters are the better option, but it sounds like you've convinced him to move the collector. For a temporary fix, you can get 1 and 2 micron bags fairly cheap. Clean out his ceiling unit and get some new filters too.

It's not really your space, so you gotta play ball. Even if he's not terribly concerned, if it was my brother $50 or so of my own money for new bags, filters, and a fan is worth it.

If you get up there and just change the outer filter on the air filter unit, you will probably get a good change of pace at least. I know I let mine get clogged and after changing the outer filter I had good results again. That is the cheaper filter too

If it was my brother, and I liked him, which it seems you do, I would spend a little money and upgrade or replace a few things that would help both of you stay healthy and help keep your equipment in better shape. Think of it as giving him a gift. I have also seen people who work around stuff like this wind up with bad problems. He may not think so now but he might just thank you for it in the future.
